Comparing an approved budget to a prior year's revised or actual figure isn't quite like-for-like, but it's the closest year available.

Each year is labelled with what its figures are. Approved budget is what parliament passed for the year. Revised is a re-estimate made during the year. Actual is what was finally recorded once the year closed. Projected is a forward estimate for a year not yet budgeted. Only "actual" describes money that has already moved; what has actually been collected and spent month by month is on Government finances.
